Electrical Commissioning Test Plan — Structure and Sign-Off

A commissioning test plan turns a chaotic handover into a documented, repeatable sequence. Here is the structure.

Why a Written Test Plan Wins

Commissioning without a written plan invites missed tests, disputes at handover, and gaps in the record. An electrical commissioning test plan — sometimes called an Inspection and Test Plan (ITP) — defines what gets tested, in what order, against which criteria, and who signs off. It turns handover from an argument into a checklist.

1. Scope and References

  • Define the systems and equipment in scope.
  • List the governing standards and project specifications.
  • State the acceptance authority and witness requirements.
  • Identify the as-built drawings the plan relies on.

2. Test Sequence

Tests must run in a logical order so each builds on a verified foundation.

  1. Visual and mechanical inspection.
  2. Insulation resistance (de-energised).
  3. Earth continuity and electrode resistance.
  4. Phase rotation verification.
  5. Protection and functional checks.
  6. First energisation and load verification.

3. Acceptance Criteria

  • Every test states a numeric limit and its source standard.
  • Pass / fail / retest is unambiguous.
  • Tolerances and correction factors (e.g. temperature) are specified.

4. Instruments and Calibration

The plan lists the instruments used and requires their calibration certificates be attached. Typical kit:

  • EK-F598 — DMM + insulation combo.
  • EK-C300 — earth resistance and bonding.
  • EK-G645 — clamp for load verification.
  • EK-C350 — 5 kV insulation for MV equipment.

5. Records and Sign-Off

  1. Each test has a record sheet with measured values.
  2. Technician and witness sign each completed test.
  3. Non-conformances are logged and tracked to closure.
  4. The compiled dossier is the handover document.

6. The Dossier as an Asset

The commissioning dossier is not just a formality — it is the baseline for all future maintenance trending. Store it so values can be compared at the next inspection.
